First a few items to help other find this solution - Please forgive the repeated questions below

SOLUTION!!! (this is more for me so I don't lose my mind the next time I have to install vista in another system. You see, I use Caps Lock as a bind for my games. Hitting it in Vista makes the message / window appear and knocks me into window mode in game with causes huge problems.)
The pop up is caused by a @#$@%% process called bttray.exe.
The solution is to edit this value in the registry: (type regedit in your search window in vista - double click program - warning you can really mess up your system by playing around with REGEDIT) click these fields
HKEY_LOCAL_MACHINE
SOFTWARE
WidcommBT
Config
General
KeyIndication
(right click on KeyIndication and Change it from 1 to 0.
Reboot

Hi all. There is a much easier way to disable the intruder popup window when caps lock is engaged. Also, it isn't a great idea to mess with your resitry as was noted originally. To stop this simply:
1. Click START
2. Type MSCONFIG in the search box
3. Click the STARTUP tab
4. UNcheck the box next to LchDrvKey
5. Apply and/or save
6. Reboot
That's it.
If you want a small beep to notify you that you have capslock on, then:
Go to Control Panel
Click Accessibility (this is Ease of Access in Vista)
Click Keyboard settings (or make keyboard easier to use)
Check the box next to Toggle
Apply
Save
